It's the home turf of characters like Boobie Ike and Dre'Quan Priest. The rest of the map beyond Vice City and the Keys has not been revealed.

Vice City is the only major city Rockstar has officially named for GTA 6. It sits within the fictional state of Leonida and has its own official Rockstar GTA VI page. A Vice City sign featured prominently in the first trailer.
Who's connected to Vice City
Per Rockstar's official bios, Vice City is home turf for Boobie Ike — a legend with an empire spanning real estate, a strip club and a recording studio — and for Dre'Quan Priest, who runs the label Only Raw Records, home to the rap duo Real Dimez.
What's not confirmed
Rockstar has not officially used the real-world name 'Miami', nor revealed Vice City's full districts, landmarks or map size. The rest of Leonida beyond Vice City and the Keys (Key Lento) has not been detailed.
